Parish Council Notes – April 2011

6.68.24.D.COU Change of use of land from agricultural field to form extended playground at the Sports Field, High Peter Lane, Burton Leonard.
Initially the play area will be grassed and once ownership of the land and funding is through equipment will be added.  Issues regarding the existing septic tank were raised.  The ongoing maintenance of the playground was discussed.  Cllrs agreed to support the application and also write to the Sports Field Trust requesting that the playground is kept tidy and that the grass, fence and hedge are regularly maintained. 

High Green Grass Cutting & Burton Leonard School
A meeting was held with the school on Tuesday 1st March, further discussion took place and options were identified.  The school seem to have a greater understanding of the issues and have received legal advice.  We are now waiting to hear back from the school for further progression. 

Litter pick
A Sponsored litter pick will take place on Sunday 3rd April by Sam and Max Crompton who are raising money for their world challenge trip to Cambodia and Vietnam in July 2012, during which they will be spending a week doing charity work in an orphanage or school.  If you would like to sponsor them there is a sponsor form at the shop.  This is taking place instead of the annual parish council litter pick which may be rescheduled if necessary.

Burglary attempt
Concerns over recent burglary attempt; we urge people to ensure their property is secure, the latest Neighbourhood watch newsletter and information can be found at www.burtonleonard.org.uk

High Green Grass Cutting & Burton Leonard School
An update was given and further discussions took place, the parish council hope to meet with the school to agree a way forward. 

Highways
We have ordered a new grit bin to be situated on Mill Lane which we intend to replenish ourselves.  Pot holes on Scarah Lane and Station Lane have been reported to highways, we hope they will be maintained soon. 

Litter pick
We will be holding our annual litter pick on Saturday 2nd April at 10am.  We would very much welcome your help on the day.  We will have equipment available to use such as gloves, hand picks & high visibility vests. 

Dog fouling
Dog fouling in the village seems to be worse than ever; full bags are being left in hedges and there is lots of mess around the village.  Please can we urge dog owners to pick it up and put it in the bin and not to leave it in a bag in the hedge or on the pavements? 

Mobile Library service
We have been notified that the mobile library service will cease due to the council cuts and it not being much used.  Further information can be found on the notice board and on the website. 

Water fountain
As you may be aware repair works are required in order to have the fountain on and ready to use by villagers.  However, the quotes we have had to fix the internal mechanism and body work have been extremely expensive.  We would like to hear from you if you feel it would benefit the village to pursue this maintenance.  Otherwise, we will keep the stop tap switched off and it can be turned on for specific occasions such as the feast.

Planning
6.68.5.E.FUL Installation of 5 replacement windows (revised scheme) at The Royal Oak, Copgrove Road, planning permission was granted on 6th December 2010.

Harrogate Rural Safety Scheme – Mill lane parking bay project
Works on Mill Lane are still on hold, no new start date has been given.  We will advise of further information when received. 

Highways
We are waiting for Highways to get back to us about other issues such as an extra grit bin which we have requested to be sited on Mill Lane, and a response regarding a village sign survey which took place in November from which we are hoping to have signs improved in the village.  Also the area which floods in heavy rain on the road out of the village towards Wormald Green has been reported to Highways. 

Royal Wedding
We would like to hear from you if you would like to celebrate the Royal Wedding.  Is there any village interest to do any sort of celebration to mark it?  Any suggestions or ideas are welcome; please contact the clerk.  

LDF

Parish Council Notes – January 2011

Heavy Snow
Please get in touch if you would be willing to volunteer to help elderly people in heavy snow conditions, if there are enough people we may be able to set up a voluntary snow help team!  Gritting information can be found at www.northyorks.gov.uk, we are expecting that the salt bins will all be replenished.  We are also hoping to get a new salt bin for use on Mill Lane. 

Planning
a)      6.68.157.C.FUL Erection of single storey extension to southern gable at 2 Burnett Close; planning permission granted on 1st November 2010 subject to conditions.

b)      6.68.51.E.FUL Formation of agricultural access track at Flatts House, Scarah Lane; an appeal against the council’s refusal of planning permission has been made.

Street Lights

Investigating enforcement action for unauthorised dwelling development on the Sports Field, concerns for resident’s safety in this milder weather has been raised.  Neighbours have been complaining of noise from the owner’s penguins!!  Happy New Year to everyone!!

Parish Council Notes – December 2010

LDF – Building proposals in Burton Leonard
The consultation period has now finished, we hope that everyone who wanted to respond had a chance to do so and that the information we circulated was useful.  We are now waiting to hear the outcome and we will keep you notified via the notice board, magazine and website. 

Planning
6.68.5.E.FUL Installation of 4 replacement windows (Revised Scheme) at The Royal Oak, Copgrove Road.  The plans were viewed and discussed, cllrs agreed to respond by neither objecting to nor supporting the application.

6.68.101.B.FUL Erection of single storey extension, Greenside, Station Lane; planning permission was granted on 11th October 2010.

Tree preservation order No 38/2010 at Roseberry, Mill Lane, the consultation period will expire on 24th November; we will be notified when a decision has been made.

Parking Issues in the village
PSCO Sharon Wilson has met with the Chairman and the Clerk to discuss the current issues and general concerns in the village about vehicles parking and causing obstructions and also about missing animals in the village.

Broadband
For information, if you would like to improve your broadband speed you can purchase an i-Plate (iPlate), which is a filter for use on ADSL Broadband lines to improve the speed & stability of the connection. Burton Leonard – Local Development Framework – November 2010

The Parish Council would like to share some thoughts and information regarding the LDF development proposal for the village.  We shall shortly be touring the village with a petition which will oppose the scale of the development.  Further information will also be available at www.burtonleonard.org.uk.  You should have received your consultation paper and questionnaire by now; if you haven’t please call 01423 556666 or further information can be found at http://www.harrogate.gov.uk/immediacy-6695.

The current proposal is to develop on the sites of the Hymas yard and the adjoining Hawbers Farm and the field running down to the corner.  This site has been earmarked for 44 new houses, about a 20% increase in the size of the village and probably 90+ extra cars.  In addition to 44 new houses, Harrogate are proposing that 1 Ha of land (about 2.5 acres) be used for employment.  They will not specify what this means, so we have no idea if we will be looking at offices, industrial units or warehouse etc.  This scale of development is not in proportion to the village’s need for housing and is almost double the housing growth rate proposed across the whole district.

What we do know is that any such usage will result in a substantial increase in traffic and noise in the village.  Several people have suggested that the relocation of the Hymas haulage business would be good because it could remove the HGVs from the village roads.   The Parish Council cannot agree that this would be beneficial to the village.  We already know how much extra speeding traffic comes through the village to access the Jubilee Mills site at Copgrove.  The Hymas traffic is mainly early morning and then evening and the business owners are always concerned that their drivers show care when in the village; Industrial units or offices would see an increase in traffic throughout the day probably without any similar concern for the safety of pedestrians and other road users.

The Parish Council opposes both the scale of the proposed development and the industrial component.  If you are supportive of the Parish Council views then please use this information to complete the questionnaire which should have been delivered with your newspaper.  If you do not have a copy of the consultation questionnaire then you can downloaded it from the above website, complete it and email to ldf@harrogate.gov.uk or post to the LDF FREEPOST address (shown on the questionnaire).  It is really important that your comments are sent by 26th November which is the end of the consultation period. 

The Parish Council suggest that residents oppose RL3040 and the HBC suggested changes to the development limit.  PLEASE DO NOT SUPPORT ANY LARGE SITES.

 The Parish Council has previously suggested the following sites:

RL90 (Orchard behind Oakley House), RL2056 (derelict property at the eastern end of Mill Lane), RL1021 (adjacent to reservoir, Station Lane), R1041 (Old loudspeaker factory adjacent Flats House).

The village infrastructure is inadequate to handle growth of this scale.  Harrogate’s own ‘Infrastructure Provision for Rural Areas’ document acknowledges that the drainage system lacks capacity.  (As do the school, telephone, broadband and bus services.)

Despite repeatedly being told that the public transport system to this village is inadequate for commuting either to or from the village, HBC insist on including Burton Leonard as a category B village in clear conflict with the stated requirements of that categorisation.

The introduction of office space or industrial units in the midst of the village will result in a substantial increase in traffic and disturbance to the site during the day. We have specific concerns about morning traffic and children accessing the village school.

The proposed vehicular access to the housing is on a corner which has seen a number of accidents.   Introducing vehicular access for substantial numbers of vehicles at this point would not be advisable.

The proposed site is adjacent to, and in places inside, the village conservation area and includes a substantial area of green-field.  The recently approved Conservation Area document makes specific mention of the KEY VIEWS to and from the village across this site.  The proposed development would have a substantial negative impact on the conservation area and on the amenity of the footpaths.

There are Red Kites nesting close to the proposed development site.  We notice that no mention of this was made in the environmental audit.

Despite several requests Harrogate Borough Council have failed to provide either details of likely uses of ‘employment land’ or indeed any evidence for a local need for further employment land.  Given the location of this village, there is a very small catchment area in which this village is a more convenient location than that of the large urban centres of Harrogate, Ripon, Knaresborough and Boroughbridge.  It seems likely that employment land (and indeed the housing) in this village will actually be serving as an overflow to the urban centres rather than the rural district.

The LDF preferred sites represent a failure to deliver the needs of the rural district.  Instead of encouraging small scale growth where required (as per objective 5) the LDF is intent on urbanising a substantial number of villages while leaving others to stagnate.  It is difficult to understand how this insistence on large sites is of benefit to the rural communities as opposed to the large development companies.  Small scale developments have the potential to benefit a number of smaller building companies across the rural district.

The insistence on single large sites also represents a failure to address the social aspects of rural life.  Instead of allowing ‘pepper-pot’ small developments which would encourage social integration and cohesion, the delivery of relatively large sites will lead to estates with limited integration into the village community, in effect ‘ghetto’ estates.  This will be especially the case with the proposed development in Burton Leonard where ‘employment land’ will separate the new housing from the rest of the village.

The development proposed would seem to be in conflict with the Core Strategy Objectives 1, 2, 5 and 8.

Core Strategy Objectives (For Information)

1  To distribute the District’s housing requirement broadly in proportion to each settlement’s or area’s need for affordable housing.

2  To seek the use of appropriate previously developed land within the Districts six largest settlements in preference to developing greenfield land.

3  Subject to the provision of appropriate traffic management and new infrastructure, to focus the District’s growth in the town of Harrogate.

4  To ensure that Ripon, Knaresborough, Boroughbridge, Masham and Pateley Bridge are the main focus for housing, developing local services and employment in the rest of the District.

5  To provide small scale housing growth in the District’s smaller settlements, mainly to meet local needs and support local services whilst minimising travel to work by car.

8  To protect the countryside and Green Belt from inappropriate development.

LDF: Building in the village.

This issue is still ongoing and unfortunately we have not yet reached a resolution.

Community Resilience Plan
A committee has been formed to put a plan together in case of an emergency in our village.  We thank all those who have expressed an interest in helping with this process and welcome anyone else who wishes to be involved, please contact Avril Clarke or Becky Coates.  Watch out for our flyer which will be delivered to you soon! 

Parking
Could we please remind villagers to park considerately to others in the village? 

Missing Animals
We have had several reportings of animals going missing in the village; therefore please ensure that you continue to closely supervise your animals.  If you are missing an animal please contact the police immediately.  It would also be helpful to let us know confidentially so that we can keep track of the extent of the problem. 

Broadband
If you would like high speed broadband please submit your vote on the following website:  http://www.racetoinfinity.bt.com/.  The more votes that are counted, (we need 75% of our exchange users to register), then BT may engage with our community to see what they can do in our area.  Please spread the word!

Harrogate Rural Safety Scheme – Mill lane parking bay project
We have been notified that the works on Mill Lane are currently on hold, no new start date has been given.  We will advise of further information when received. 

Dog fouling
We have received several reports of people allowing their dogs to foul around the village and also that they have thrown bags of dog mess into the hedges and verges.    The Parish Council would like to identify these people in order to pass their details on to the Dog Wardens and Environmental Health for prosecution.  The Dog Warden can be contacted on 01423 556633.
