Parish Council Notes – October 2010

These notes are highlights from the minutes of the Parish Council Meeting on 6th September 2010 and will be published in the Parish Magazine in October 2010.

Harrogate Borough Council – Housing Plans in Burton Leonard
The Parish Council will hold a separate public meeting to discuss the plans once all the information has been received.  We are told that the council will post newsletters and questionnaires to all affected areas in the first week of October, with comments received until November 26th. 

Community Resilience presentation; to show the benefits of and provide advice as to how to create a resilience plan tailored to our community.
Robin Derry from Harrogate Borough Council came to give a presentation to help our community create a resilience plan in case of an emergency in the village.  The plan would help to respond to an emergency such as flooding, isolation due to severe weather conditions, power cut, transport disasters, foot & mouth etc.  The plan contains information about the community, community vulnerability, earmarked safe buildings, community resources/assets, ways of communication, useful contact details and action sheets with emergency tips and guidance.  Volunteers are needed to help create the plan, if you are interested and for further information please contact the Clerk. 

Low green drainage problems
Councillors would like to say a special thank you to Nick Sambidge and John Hainesworth for their expertise and hard work in getting this problem sorted.  Yorkshire Water are continuing to do work in the village which should stop the flooding on the low green. 

Missing Animals
We have had several reportings of animals going missing in the village; therefore please ensure that you continue to closely supervise your animals.  If you are missing an animal please contact the police immediately.  It would also be helpful to let us know confidentially so that we can keep track of the extent of the problem. 

Proposed changes to the concessionary fares scheme to reduce costs
The suggested area to reduce costs is to change the time periods during which concessionary passes can be used.  The proposal is to allow passes to be used between 9.30am and 11pm Monday to Friday and at any time at weekends and bank holidays.  If this affects you comments are requested by 31st October in writing to John Laking, Policy Development Manager (IPT), North Yorkshire County Council, County Hall, Northallerton DL7 8AH or by email to  For further information please contact Concessionary Fares on 01423 556989. 

Dog fouling
If anybody witnesses a dog fouling in the village, please report the owner of the dog directly to the dog warden, who can be contacted on 01423 556633.

The next meeting will be held in St Leonard’s Hall on Monday 4th October 2010 at 7:30pm, members of the public are invited to raise their concerns and observe the business of the meeting.passes can be used.
